For this direction the page loads a full image engine (ImageMagick compiled to WebAssembly) the first time you pick a file, then decodes JXL and re-encodes it as GIF on your device. Nothing is uploaded; the engine download happens once per visit.

Yes. The conversion happens inside your browser using its built-in image engine. Nothing is uploaded, so there is nothing for a server to keep, and there is no account, limit or watermark.
What happens to transparency?
PNG and WebP keep transparent backgrounds. JPG has no transparency, so transparent areas are flattened onto white during conversion.
