Why compare taker fees and not maker?

A market order, the way most retail trades happen, pays the taker rate, so it is the honest default for comparison. Limit orders that add liquidity pay the (lower) maker rate; both appear on our exchange-fee dataset page.

Do these rates include volume or token discounts?

No. These are the base tiers everyone starts on, from the published schedules. High-volume tiers and pay-with-the-exchange-token discounts lower them substantially, and each schedule linked from the dataset page shows those ladders.

Is the cheaper exchange the better one?

Fees are one factor. Where the platform is authorised, how assets are custodied, which pairs exist and how withdrawals work matter as much or more; our platform-check guides cover the authorisation half. This page computes prices, it does not recommend.
